To the web developers how can i limit the reduction of the browser window width?

It's not possible. The window width is defined by the width of the browser. And browser is an independent app that each user can change it. You just can use this to create better responsive designs and of course some special designs. I suggest you to design your web app to have the least dependency to browser's width. Just to 2 or 3 responsive modes
