What is the primary difference between CSS with other programs.

My main point in asking the question would be that I already understand how HTML would be different than other programs, but CSS seems to be quite complicated for such an easily explained definition. My point in asking is to find if there are any user-friendly ways to learning CSS.

David Carroll likes to point out that they are indeed programming languages, just not imperative, but declarative ones (I hope I'm not half-quoting him wrong).

But why you put 'notepad', 'beta' and 'jpeg' while not putting 'CSS' in Relevant Tags?

The only question left out would be what program you are using with CSS, and whether, it would be user friendly?
