What are the best programming language and library for generating excel reports for the date intervals (for example from 10.10.2019 to 24.10.2019), daily, weekly and monthly from database like PostgreSQL? is there are any tutorials?

Well, can't suggest on which language part. But there are readymade reporting tools out there for each well known DBMS (PostgreSQL is one).

Unless you are willing to go and write a custom one for your own (and have time to do it). I suggest try to search and test one of those readymade utilities on the net : )
