There are lots of ways to make Android apps. HTML and C# could be used. Best to learn a few languages that might be used and pick the one you love.

Ionic , React techonolgies ..in this case you shoul learn web languages otherwise you can go on Andriod studio , Xmarin or IntellgIdea and so on ..
