Sounds pretty bad. Never had such an issue with Linux yet it might be caused by missing driver (not every hardware vendor develops proper drivers for Linux so the community has develop its own substitute drivers...) Maybe you can try this: - Go to the additional drivers setting and see weather there are other drivers available. - Install and open gparted to find out weather a partition is broken or other file system issues. You can also boot in recovery mode and run fsck to find issues and repair them. - Upgrade to Ubuntu 19.10. Newer Linux kernels generally improve hardware support. Also the update might fix whatever has been broken. Don't forget to backup your data before. - Last option: Backup your data, do a fresh Linux-install and wipe the whole drive. I mean who still needs Windows 10 these days?! 😂

And please, this is a programming Q&A, if you want to ask questions that are NOT programming-related please post it in your wall. Now to answer, it is almost impossible to know what is causing the flickering without taking a look at your system and computer from the inside, you have to search on google for similar issues with the same product, then check ubuntu software because the problem may be software and not hardware. Other than that, you can't find any answers here.
