if you just want to create a website you can use wordpress or joomla.
just drag and drop elements and you ready to go.

but if you want to learn web development and create everything on your own.
you can use HTML,CSS etc

Depends on how much control you want in your website. Wordpress and similar applications give you very basic access to the elements in your website, while coding a website from scratch gives you full control on it.
