Yes you can use html ,css,angularjs for developing app,there is a platform called IONIC FRAMEWORK for app development.It is easy than android development.

There is a platform called Cordova which will allow you to write apps for Android in HTML5, CSS and Javascript.

@Tina Miller Yes, also Apple uses Objective-C primarily, which differs from C++.

Tina, HTML is not very usefull for app creation. it is really just intended for content. to make anything beautiful and meaningfull with it, you need to combine with css and javascript. for mobile I will thereafter recommend JQuery and twitter bootstrap. if your aim is to create native apps I would go for swift (iPhone) or java (android)
