Can websites be made without html?

WITHOUT html, or similar languages, can we make a website? If yes, would we be able to inspect it like html websites?

Ginfio IMHO HTML is necessary for building websites. We can opt to writing output by scripts (disregarding language), but without HTML, output is limited to plain text, without formatting, or structuring, given no HTML being allowed to use. But that's just me, (Edit) Not sure what there is to "inspect" had the page used no HTML at all. (Edited - Question tags updated)

I think no. Because HTML gives the structure of the website.

I don't think so. HTML actually gives websites their framework. More like skeleton like Błack Jesus❕ said.
