Objective-C can be used as a normal programming language. You might be able to develop for Android with it similar to using C++. But, I've not heard of anyone doing it so likely you would have to trailblaze it yourself.

For android use Android studio and Java or Kotlin. C# in Xamarin framework also or Python & Kivy framework...
