"Python has stopped working"

Hello everyone! I'am a newbie in python and django. Whenever i try to access admin interface in Django suddenly the server stopped popping up "Python has stopped working".
I am stuck in this error for 2 days. I am using Pycharm and Python 3.7. Pliz Help. Thank You.

@Mirielle Already tried from the cmd. Apps runs perfectly fine but the case is whenever i type admin interface in the URL.

Try running the commands directly from cmd prompt
