what is difference between C#, C and C++ cause I thought that C and C# are same but turns out to be different

they are all different however c and c++ are kind of "similar". c# is object oriented not compiling native machine code doesnt have manual memory management. I could tell you about the differences all afternoon next to a tea..

depends on what platform and a webservice a server or an application would it be. It looks simple i think c# is the easiest for the job even if you use website server API. You can also use closs platform with c#(xamarin(built into visual studio)) so u can build it for windows and phones too.
c# also consumes less time to create the app
