Syed Ahmed Raza Shah well it really depends on your goal. The more hours and days you put in for practice, the quicker you will learn, of course within limits.

Making an OS is no easy task. I am not sure if Python is a good language for that. OSes are usually developed in more low level and faster languages.

They have already told you about what is Ruby, and I will tell you why it is used. Its syntax is extremely easy to learn, methods and functions are very straightforward and you can program a lot with few lines of code.
It has a lot to share with Python in terms of learning curve and ease of use.
