Making an OS is no easy task. I am not sure if Python is a good language for that. OSes are usually developed in more low level and faster languages.

They have already told you about what is Ruby, and I will tell you why it is used. Its syntax is extremely easy to learn, methods and functions are very straightforward and you can program a lot with few lines of code. It has a lot to share with Python in terms of learning curve and ease of use.
