I guess laravel is the better one. There is no such thing like best among languages and frameworks, everything has its own pros and cons.

Laravel is the fastest growing PHP framework and, also it has one of the most active developer community.

The developer community has developed great tutorials for newbies. U can check laracast.

The documentation of Laravel is quite simply explained and much helpful.

There are some cons by the way.
As I have seen in recent years, laravel is not stable, not PHP code, but the structure changes frequently, and you have to learn something new after every new version is released. If you are PHP dev, I guess thats not gonna be much of a problem
