Why single column is not shrinking if the corresponding br tag is removed?

if any one br tags is kept, both the columns are in actual size.if we remove both br tags both columns are shrinking.
my doubt is if one br tag is removed ,the corresponding column must be shrinked,but why both are in actual size...
