That's not a good thing to do. It may be possible with some programs and codes written to do this but it won't be a good idea.
If you want to have an apk you should make an android app with technologies like java, kotlin, flutter, react naitive, etc.

You can't convert an .exe file to .apk. But, you can edit an .exe file by using Hex Editor program and edit it in Hexadecimal. You can do some changes to the program. However always have a spare copy of the .exe file.
