VSCode is my favorite code editor. It is very extendable with a various plugins.

Notepad++, Netbeans, Eclipse, Brackets, Codeblocks, You can use any of them.

Well, I would recommend to use Visual Studio Code by Microsoft. It's user friendly and comes up with many extension which reduces the work load to nearly half. And yes it's totally free to install and use. But yes keep in mind Visual studio code is not an IDE, it's an code editor. And IDE comes up with compiler and debugger along with it. For an Code editor you need to install an compiler. For example., I use Visual Studio Code and I have install mingw64 compiler for it and I think it's best for visual studio code.

Net beans, Py charm, Eclipse, Code blocks. If you are beginner you can use Net beans.
