Can i learn python and django enough here to create a web application ?

No: you can learn basis of Python, but you need somewhere else to learn basis of Django...

After what, you can create a basicc web application, with basic html knowledge too, and learn while doing and improving it: this is the best way to improve your skills after basics learning ;)
