I would say css.

Reason:
PHP is used in server-side programming. As you have learned HTML which is based on client-side, go ahead and learn css and JavaScript to build some aswesome client-side websites.

Once you are comfortable with client-side scripting, you can go with PHP.

Start with CSS..
Because it's sequence that give styling to the HTML document, and then learn JavaScript.
If you want to be a Full Stack Developer, Learn these three, and start with PHP, SQL, etc..
