Programming language is any language that the computer understands, by which we use in interacting with the computer and creating tasks that can be used in various ways. Technically HTML and CSS were design for creating Interface and styles/designs for a web page and not for building tasks that the computer interprets and use for various purpose. Thus I would say that HTML and CSS can be regarded as a partial programming language.
