Static means it stays the same with each reconnect. Dynamic means it may change as needed upon reconnect.

Some more context: In almost all networks there is a DHCP server, which has the job of handing out IP adresses. At home it's built into your router. So when you connect to a network, your phone or whatever asks the DHCP for an IP address it can use, the DHCP knows what IP addresses are and aren't taken and gives you the next best one. (dynamic ip) You can also choose to ignore the DHCP and set your own IP, or you can configure the DHCP to give out the same address every time, or maybe there is no DHCP server so you have to do it all yourself. (static IP) A common approach in bigger networks is to give static IPs to important servers and such, and dynamic IPs to all other machines.
