Which of these are more effective at learning web design? CSS or JavaScript?
Also, what is the progression of learning web languages? Which language should I learn first?

Web design usually doesn't require coding, but knowing how to use HTML, CSS, and/or JavaScript would certainly be a bonus when communicating your designs to a web developer. Web designers usually use a wireframing software to represent the functionality and an image editing software (like Photoshop or GIMP) to represent the look and feel.
If we were to compare this to building a house, web designers would be like the architects that use CAD software to put together the blueprints for the contractors (web developers) that will actually do the work to put together the house's (website's) infrastructure and finishes.

For web design css is a second step after html,
then if you want to design dynamic website then after you need to learn javascript.

Emmanuel Abba I would prefer you to take JavaScript because it's faster and efficient, or if you want you could check on Google which is the best language for web design? But I would still go with JavaScript because many professionals use it.

I think you should use both. Use CSS for making the page look good, and Javascript for making alerts.

You can create a web page with only HTML and CSS even without JAVASCRIPT... but your webpage will only be more dynamic if you used JAVASCRIPT...
