I mean that without Ruby on Rails what can Ruby do, and is PHP an alternative to RUBY, and which do you suggest

Ruby on Rails like Java with J2EE. Like Java, Ruby is also a general purpose Programming Language.

And PHP is not an alternative of Ruby. Both are different language.
