HTML linking to a local HTML file

Hi! Very Noob question here but I am just starting, and tried to google the solution for that on stack overflow but those solutions dont seem to be working...

The idea is to make like a landing page with name input and then when it clicks submit it goes to this second html file. When I try to link, Google Chrome inserts some %80% characters and the link becomes broken....

Does your target path and file name contain any invalid characters?

You're trying to link from a local HTML file to another local HTML file? Did you try relative paths?
