Can I use Code blocks IDE to develop apps in C++?

Question

So yeah, I am still new to programming. I am still getting used to the C++ language, as such the Code Blocks IDE is suitable. I would like to eventually go into app development (Windows or Android), hence I would like to know if I can use Code Blocks for this. If not, what IDE is suitable?
