How to make a audio recorder which create a mp3 flle that can be downloaded by user?

I want to make an audio recorder using html5 and javascript. Can some suggest to me how to make such an audio player that creates the recorded file in.mp3 format and further can be downloaded by the end-user? All of this on the web. As you have guessed? Any suggestions are warmly welcomed.
