Any time. Using your phone or computer really doesn't change anything or make you more advanced. I would recommend using your phone while learning on the go, but your computer while home. The layout of SoloLearn on the phone is my favorite, so just do as you please. I would change your question to "Any idea when it is safe to switch from my notebook to computer?" In which I would say that when you feel comftorable with your idea, and how you worked it out on paper, you cab switch to your computer/phone and begin creating your planned out program.

you can directly go to pc, pc doesn't check your proficiency with mobile to allow you to code on its system.

Any time man ^^ If you ever have questions, don't be afraid to ask the community. I'll do my best to answer your questions, but if I can't, then surely someone else can. Good luck to you.
