I need help with sim hosting

Am new to web development and I need some 1 to elp m with sim hosting idea. A situation were client will make a request from my site and the code will dial automatically on my sim/phone. Like a network subscription websites where people recharge there sim, buy data subscriptions and so on.

Actually database is holding data and web application server and database forms the back-end part of website where the user enters the query through keywords in search engine to pass it to controller and to service which then retrieve data from database by checking the server host.To retrieve data is a complicated process actually although it executes in millisecond.
