I would suggest repeating courses, and also not only using one site to help you learn to code. It would be best to be using multiple at one time, or going through online courses like FreeCodeCamp (The Youtube channel,) and other things like that.

You'll need a theme to start a project to practice HTML. The best way would be to begin with something very easy, such as the My Blog Project Template in HTML course. After that, come back to develop it from time to time, when you learn new tricks. I am featuring seven of my favorites : https://code.sololearn.com/WS1l4514JQAx/?ref=app If you mean you want to make your webpage looks good, I suggest this video by Dev Ed 5 Tips of Web Design https://youtu.be/z-xkbNLIB5w If you want to develop something spectacular, learn from a good video, such as this one by Dennis: https://youtu.be/r_hYR53r61M

This all type of question has only one answer just practice. Minimum 1-year experience and lots of javascript libraries and framework knowledge require to create amazing and advance level of web pages.
