What is a framework?

I found out that there are a lot of framework like react.js, bootstrap, AngularJS etc. but I don't understand what a framework really is.! Do I have to learn JavaScript before learning a framework or after?!

You need to have some basic knowledge before using a framework. Bootstrap for example is a CSS and JavaScript framework. You should know thier classes and how to add them to your html
