Pay someone to code it for you. There ara a few "visual creators", but you can not really create something proper without codding imho.

there are some online web editors that let you create the webpage via a gui and handle the coding for you. Most of them are free but they are not perfect and you are limited to their limitations.
learning to code by yourself you could leverage the features available with the editor beyond it's limits.
