Make Back-end and front-end , choose a database.. there are many ways to do it..

Use NodeJs or any other backend framework to make the backend APIs and then connect it to a database like MongoDB or PostgreSql.. then make a Front-end app and connect it to the APIs.. however storing videos in server is expensive..
