copying a file into a directory

Hi everyone,
Sorry if this is not the right platform to ask this question, but id appreciates any help on this.
I made a file using "touch file" and would like to copy this into a directory. inside this directory is another file I made also using "touch newfile"

inside the directory, I'm using the command " cp file /user/directory/newfile" but I'm getting an error saying "no such file or directory"

does anyone know what I'm doing wrong?
