After my Html, Do i learn and perfect in CSS before i proceed to Bootstrap or can I learn Bootstrap as a front-end developer.

css is one of the fundamentals, bootstrap is optional, css must be your priority.

Yes you have to know css because bootstrap will help you make your website responsive to different sizes but it can not do every thing, you still would need to use css for styles colors animation media queries and more
