Well, I want to say that you can, but you shouldn't. Unless you master the HTML. It doesn't end in HTML, you should learn CSS and JAVASCRIPT. Mastery is what important

if you completed only html so, from my advice you can start web development first css,js....

Ok, you can, but depend what you want. If you didn',t like web, ok go python, else: Html for basic web, css for style of your page, javascript to interativit... And a lot of frameworks (Bootstrap, JQuery, React...). But the main quest: what do you want? What are you looking for and why?
