Making an image blur function?

Question

I'm helping someone out with an example problem where you create a function to blur an image, but neither of us can figure it out. How can we iterate through an image, using for loops, to blur the image? This is a very very basic course so please nothing fancy. The problem only calls for a simple function, which I know uses for loops but I'm not sure what else. Can someone help and break it down so we understand?
