I dont think that there is any way to access local storage files on a webpage in any way.
Even if its possible, then it can access files on only your computer, and if audience wants to access on their own PC, it wont allow.
As far as I know, its near to impossible.
There might be some methods available, but its not direct, and requires lots of research.

Although your question is not very clear to me. Yet, I'm trying to answer as per my understanding.
If you are trying to run an emulator and want to give it access to read desktop files then it can't.
In general, you need to give "read internal storage" permission in the manifest file and run the code on your phone as emulator.
