css :p fortunately they didnt get difficult with file extensions for most program languages, html is html, php is php, xml is... you get the idea

the affect of CSS file didn't show in browser when I open the HTML file in browser.

more then likely you didn't use the link tag correctly, double check that, and your src path, if relative try absolute and see if that finds it, lastly if you mean it isn't detecting changes rather then the file at all, clear cache
