Question about letter formating in HTML

Question

Lets say we are coding already and making our web page structure in HTML and writting some paragraphs. Some words and lines of text needs different sizes and styles. If is for a customer, does customers tell us the styles and sizes that each words or paragraph needs? Also, we need to memorize each style and size tag for this?
