Native windows games to mobile

How are native windows games like stardew valley ported to android it was developed with c# and the xna framework

You are getting it wrong, porting an project or recreating an project is two different things.
There are lots of Console,PC versions of games available in mobile platforms, they are simply recreating hole game for the Android platform by using java/kotlin or other game engines.

using same code base for different platform is not possible if that project is developed in native language.
