Yes. Some of the most popular options are:

You can use PhoneGap without learning any additional tool.
You don't need to know any framework to learn React Native. If you have knowledge of CSS and JavaScript, it is okay.

Nope, vanilla isn't a framework. The concept vanilla means JavaScript just as it is. You could say 'No-flavor-JavaScript' and it's the same. And applies at any language your want. But we know JS is plenty of 'flavors' so it is commonly used in JS meaning that: raw js.
