Here, i recommend jslinux
https://bellard.org/jslinux/
It might be a bit of slow and bit of out, but it doesn't need to be installed so that's a plus point. I suppose.

running a Linux terminal without running Linux is like driving without having a car. you can use a simulator, but the terminal is more core part of the operating system than the GUI is.

Use WSL in Windows

One possibility if you are working under windows would be installing git for windows that comes with git bash, that provides a good "linux terminal" environment with most commands.
If it is not enough, Cygwin is a bit more complete set of tools.
Finally the full approach would be to install a linux distribution on a VM like VirtualBox.

no you can't...
to have the real linux terminal, you must run a linux core (and load/install all commands you need).
inside window, you have a pair of solutions:
+ run a virtual linux machine
+ install a terminal to emulate a linux terminal (don't ask me where to find it)

there are probably more than a dozen different GUIs for the same Ubuntu Linux distribution, but they all have the same Ubuntu core, and will run the same software.

Just try Termux ;)

You have to install a Linux server not desktop. Some Linux distributions are only a command line without gui like centos7 or redhat or Ubuntu server ....Some version you have to enter this command to enter gui mode:
startx

You're welcome :)

maybe there’s another solution. Why is it you don’t want to install Linux?

I used to have terminus on my android, and android is linux, but i couldnt really do much. terminus was more of a SSH client than a local terminal.
on one kind of beefy RCA tablet, though, I actually installed someone’s port of the LXDE desktop. not that great looking, but it worked.

The desktop ran as an app in the android Linux environment.

Having Linux as an operating system is great, but if you want a terminal I can offer you Thermox, I used the virtual machine myself and I was not satisfied at all, the code did not run and you do not have 100% operating system, you You can boot Kali live from the flash, I use this method myself. But notice that after turning off everything is cleared
I hope it helped

slacko puppy linux actually runs and saves on a flash drive, which you can boot from any computer. It does keep your work, but I don’t know how old it is or how well supported.

OK, now we are just having fun telling each other about different ways Linux can be used or emulated. :-)
raspberry pi is a great little way to inexpensively run Linux on a whole new computer if you just need a little processor power but fully implemented Linux support. TYL for it😊

A new computer? Really good solution, I was never so convinced😂😂

the motherboard is $25, plus about $30 for a case (optional), power adapter (a good phone charger, basically), and an SD card (can use your own). it was designed to be for young programmers

Of course, in your country, if you pay attention to financial conditions, it becomes a little irrational
