How can I like make a scrolling effect

So for example when you scroll down, there are some animations moving as you scroll down. But if you stop scrolling down, the animation also stops. Can I please have a simple example for me. ^^Thank you!

As far as I know there are some libraries for that.

You can use event listeners for doing it yourself.
