Can someone help me form a pop up please?

Question

I need to find a way to retrieve the info straight from document saying which websites are VOEC registered from the tax authorities website as the document gets updated.... along with that I want a pop up on it telling me its a VOEC registered website. I have already. imported the file, I just need a little help with the rest, please.
