Technically, modern HTML and CSS are turing-complete, so you could consider them programming languages. That said, no sane person would use them for that. HTML is considered a mark-up language and CSS is for stylesheets.

JavaScript and PHP are programming languages in their own right, though. Web development is very broad, so in the end it depends on what exactly you're doing.
