Listen, you are not clearly saying anything.

If you want to make websites you have to use html/css/js as languages (in frontend) and languages like node.js, php, python etc (in backend) and also have to choose a database.

And if you are serious with making a website that will earn then you must have to buy a laptop. For doing all that stuff.

And what remain is app, so if you are going to build an android app you should have a laptop for even a executing a small gui programme, same with native and ios apps.

Making an app or website using C is pretty much impractical. Learn Kotlin/Java for Android and Swift for iOS if you want to make apps. For web applications, you will need to learn HTML+CSS+JavaScript for the front-end and maybe C#/JavaScript/PHP (there are many more) for the back-end.

Also, why are you emphasizing on 'earning' in both of your questions so much? I understand you might be in need of financial support, but please, you have a *long* way to go and many things to learn before you can actually develop software that can get you some earnings.
