there are many apps instead of VS code in android
QuickEdit for editing files.
code editor (same company) for write any code.
AIDE like Android Studio but in android os! can run c++, java, etc.too.
this company has other apps that help AIDE to support c++, NDK, JavaScript, html, phonegap.
Cxxdroid for run c/c++ in android. supports graphics libraries to.
search play store for this amazing apps.

if you want to do like the youtuber, then you must follow what he explain on the video ^^

however, he didn't install vs code on the phone, but rather use it through browser, using "code server" wich is able to remote run vs code on cloud...

as far as I understand, you can only run code server on linux/mac (or eventually in a vm on window), and you must be able to install vs code on a cloud server to be able to connect at any time from anywhere through internet (versus locally, with your pc running code server / vs code): as you could see, that's quite tricky, and maybe not exactly what you're expecting / thinking ;P

No can do brother. It doesn't run on Android though you can use termux to access a remote system and do something similar to that.

You can't run any ide or compiler on android, every ide or compiler you find on play or app store requires Internet, it sends the code to a server and compiles it there then shows you on you mobile.
