If you want to learn Java or python then don't learn HTML and CSS... because they are totally different.
Learn JavaScript, PHP, CSS, Bootstrap, jQuery, Ajax, JSON for Web Development.
1 - If you want to become Web Developer or We designer then you can know which language you should learn

When someone learns the language of HTML, it means that they want to become a web developer
Now after that to supplement his knowledge in this field
1.CSS
2.JavaScript
You need to know that you have a goal in learning any language
And just learning without a goal can be fruitless
So first identify your goal, then choose the best path to learn according to it...

If you want to be a web developer: CSS and Javascript, since you start with HTML.
Or else: Python. Trust me it's beginner friendly language (if you're a beginner)
If you explore sololearn app or website, you could find "Discover courses" button, click it, and sololearn recommends you courses to learn whether you would want to be a web developer, data scientist, etc.

I think that if you want to learn both languages, start with Java. It's more complicated, perhaps, but then you'll not give up learning the second language

LEVI ,
Depends On What You Want to Make...
The Easiest After HTML Is Python...
You Can Make GUI Apps Easily With Tkinter...
I Don't Know Much About Java But, I Would Really Choose Python...
Basic GUI In Java: 4 or More Lines...
Basic GUI In Python: 3 Lines...
As, Python Is Easy, Less & More Efficient...

You should learn python

Learning Java will enable you to understand OOP concept better, but it is quite difficult and I won't suggest it as a first programming language. But if you don't have that mich time, learn JavaScript afterwards.
