Little Story of Html -
In 1980, physicist Tim Berners-Lee, a contractor at CERN, proposed and prototyped ENQUIRE, a system for CERN researchers to use and share documents. In 1989, Berners-Lee wrote a memo proposing an Internet-based hypertext system. Berners-Lee specified HTML and wrote the browser and server software in late 1990.

your question is quite unclear ^^
if you mean "how works html language (to be interpreted and displayed) and could [you] make something like html", you must be able to first define language accurate specifications (syntax, features, how to interpret them as behavior...), then be able to code with a programming language the software wich will parse and do the behavior coded in that language...
don't forgot that first versions of html was very basic in term of functionalities, and even that unless you're a great genious, you must hire a programmers crew to help you in both tasks ;P
