On pc you should use Visual Studio Community on Mac mono

if you want to build a full app use visual Studio. For testing small code samples I like using dotnetfiddle

visual studio is the best software for C#, however I recommend you do this programming in notepad and compile the command prompt.

Visual Studio 2015 (I'm using that at the moment) is the one to go for. You can also make small applications using some of the basics of C# and then move on to more complicated ones as you gain experience in coding. And that can be done in Visual Studio 2015.
