Learning how to write a Hello World code is learning. Learning how to set up a backend for a functional website is also learning. The difference in time taken is huge though. So, assuming you meant something in between, say, mastering the basics of Ruby, I'd say 1 month to be competent. However, this varies from person to person. Some people take a day to learn how to bake cookies, some take their entire life. Who am I to judge. 😐/🍪

it depent on how you spend your time learning. simply reading and completing Ruby course in Sololearn is easy and quick. gaining experience in programming with Ruby will take more time. take more time. play with code playground. it is better for you.

I spent 3 months learning Ruby 'til this point where I am now, From my opinion I think you can either be an advanced developer in 6-9 (No 69 Jokes Please) months. I'm not sure but I think I might be good at Ruby in 3-6 months more I'll reply back after 3-6 Months, See ya! *time travels*
